Can someone explain why with low participation, early voting, and mailed ballots one ends up with lines like this?

I ask because in France (and I guess elsewhere) there’s higher participation and only same-day voting I’ve never waited more than ~5-10 min.

It might simply be that, when running something almost entirely handled by volunteers, Sundays are better than Tuesdays.
