With some pixie dust we could use links that reference to a specific statement instead of the whole paper. It would make what's cited clear.

There are barriers to that. Chiefly that the HTML version would have to be canonical, and PDF dropped (or made very secondary).

I doubt this specific problem is enough to motivate that transition, even if other domains have already done it.
