I think there are two (complementary) questions here. One is basically "what's the smallest reasonable change that could make this workable" and the other is "how could we organise the whole user/publisher/search thing so that it's more cooperative and less harmful".

(At least, that's how I parse out your question — let me know if I'm not mapping this right!) For the first, I think that something like SXG but served from a trustworthy neutral party might just work (à la darobin.github.io/garuda/). Or similar — happy to explore.

For the latter, it's complicated but it's clear that the current "might makes right" governance model for search isn't working out. I've promised a blog post on how to fix and I have a draft — hopefully in not too long.

The changes required are big and hard, but I think they're also necessary. I hope you'll have some thoughts to share as well!
