No, I'm 100% thinking about users and publishers. For users: if they load content from NYT then no party other than NYT or trusted by NYT should be able to observe that load. The Web isn't there yet but we shouldn't build new things that get in the way of that.
For publishers: I find it easiest to work first principles. The two most valuable things we produce are our content (which attracts readers) and knowledge of our audience (which attracts advertisers). With AMP both are snatched from us. SXG doesn't fully help.
So long as another party can observe who our audience is we are directly in anticompetitive waters — which we'd like to get out of in a peaceable manner. That's why I bring a trusted neutral party, it could possibly unlock this.
