To complement what Max said, browsers can't tell which cookies are essential and which are not. (Or more precisely, where it's possible to tell, most browsers that aren't Chrome will already block them.) That's why we need regulation of the kind Max points to.

We also need some sort of social consensus as to what "essential" data processing is. That's actually a tricky question, though we should tackle it if we want an online that doesn't suck.
