It's altogether too often understood to mean the strict minimum necessary from the view of just one participant. That's not the best starting point but it's where approaching privacy through individualistic ideals like "consent" naturally leads!

My bet is that if we think privacy in better terms, based on equitable power, then what we understand as being "essential" should prove more useful.
