I don't think you need intent to get that result. The people who have the most power over the web are obsessed with apps. They think the threat is from apps. Every effort goes into app parity. The result is shitty because that's not how the web works.

And it's also not what's threatening the web or what's causing underinvestment in web sites. This is entirely the internal politics of two companies that are too big for anyone's good bleeding into the world.
